The Casino Mine project is a proposed copper, silver, gold, and molybdenum mine approximately 150 km north-east of Carmacks. In 2016, the Executive Committee determined that this proposed project requires a review of a panel of the board. To commence a review of a panel of the board, the proponent (Casino Mining Corporation) must submit an Environmental and Socio-economic Effects Statement (its project proposal) to the Executive Committee.
Once an Environmental and Socio-economic Effects Statement is submitted by the Casino Mining Corporation, the Executive Committee will review the statement to ensure that it complies with the guidelines set out by the Executive Committee. Should the Executive Committee be satisfied that the statement conforms with the guidelines, it will:
- Select panel members and designate a chairperson;
- Establish the terms of reference for a review of the Casino Mine project by a panel of the board; and
- Publish notice of the establishment of the panel and its terms of reference.
The panel process includes multiple opportunities for both the public and participants to make written or oral representation. The process for a review by a panel of the board can be found here.

ANNOUNCEMENT
The Executive Committee would like to publicly announce that they are actively engaging in outreach about the panel review process in communities affected by the Casino Mine Project to educate participants and interested parties about the process.

Executive Committee
The Executive Committee (EC) is responsible for supporting the establishment of the Panel. In September 2023, the EC issued the Revised Environmental and Socio-economic Effects Statement Guidelines (the Guidelines) which provided direction to the Proponent about what must be included in their Environmental and Socio-economic Effects Statement (ESE Statement).
Once the Proponent has submitted the ESE Statement, the EC will:
- Determine compliance of the ESE Statement with the Guidelines by ensuring that the information required by the Guidelines has been submitted to the EC.
- Determine whether the Primary Location of Effects of the Project are likely to occur on Settlement Land, non-Settlement Land, or on both but not primarily on either.
- Develop the terms of reference for the Panel.
- Select the Panel members, designate the Panel Chair and publish a notice of the establishment of the Panel.
The EC’s role will then be complete. The EC will have no further role in the panel review, subject to a request by the Panel to amend the terms of reference.

Panel Members
At this time, the Panel of the Board has yet to be established for the proposed Casino Mine Project. Once established, the Panel will be responsible for conducting a fair and transparent review of the Project. It is ultimately responsible for its own process including the technical analysis of the ESE Statement, filing of documents, approval of intervenors, the procedures and processes related to public hearings, and the preparation of the recommendation report to the Decision Body.

Intervenors
To formally be involved within the hearing process, an application is required. If approved, formal representation at a hearing(s) is possible for individuals or organizations. Attendance at hearings is formal in nature and may require presentation or cross-examination of your views.
The Panel may also hold community meetings, which aim to be less formal in nature and allow for participation by those who seek a less formal setting. Additionally, members of the public can comment on the proposed Casino Mine Project at any of the public comment periods. Hearings
No hearings are currently scheduled for the Panel review of the proposed Casino Mine Project.
In the future, the Panel can convene hearings to formally discuss matters specific to their review. As this stage of the review approaches, the Panel will be engaging on possible opportunities for hearings.
